City fails to prove incentives are necessary.
KC's now-infamous economic development study had to politically protect subsidies against interference by “citizen petitioners.” That email directive from a TIF insider was passed among officials to those doing the study. The KC Chamber of Commerce then used the study against the same “citizen petitioners” trying to cap tax increment financing incentives. We are the citizen petitioners. We are not going away.
